While Virginia Tech does offer much of the same scholarships to international students as it does it to its students in the US, it is not known to offer 100% scholarships to international students.

US based students can apply for the Presidential Scholarship Initiative (PSI), as part of which, all eligible candidates can avail a full coverage of tuition, fees & the costs associated with room & board.

International students, however, can apply for general scholarships & other financial aid programs at Virginia Tech that cover a portion of the tuition fees.
