Since we are talking about pursuing a Masters of Fine Arts, candidates would be expected to show a significant body of previously executed work during the time of admission. However, candidates are advised to check the same with the university as every university would have its own unique admission eligibility criteria.

Fine Arts is an extremely versatile field. Universities abroad explore this versatility and are able to teach the depths required to handle topics under Fine Arts. Studying Fine Arts abroad might be a relatively expensive affair but the gains outweigh the loss in the long run.
