Yes, Emory University allows students to work on-campus as well as off-campus while studying in the university, but they have terms and conditions.
F-1 Students:
An F-1 student can work up to 20 hours per week on campus without separate employment authorization, but they'll need to get a social security number. F-1 students can't work off campus without specific authorization.
J-1 Students:
J-1 students can work on campus during the academic year if they:
- Are in good academic standing;
- Are enrolled in a full course load (except during breaks);

At Emory University, international students must apply under the regular decision plan in order to be considered for need-based scholarships. They also may apply for merit-based scholarships through the Emory University Scholar programs.
