For getting admission in foreign universities, you need to clear all the backlogs as most universities are very particular about these factors. You can study either in India or abroad, if you study abroad see that it is a good university, studying in a low ranked university is not good. Better, in this case you study in a good institute in your own country. Universities in Japan, Singapore, China and Hong Kong, Netherlands, Canada etc. are good for architecture and affordable too.

You should first ask this to yourself, in the first place. That, why do you want to change the stream, and what is your interest? You know your interest and aptitude better. Do you like arts, do you like creative work or you enjoy day to day administration? Similarly, you must figure out if you like Maths more, or chemistry or social studies. Decide accordingly.
