You have not provided any concrete information like your grades, etc., and also the colleges don't have rankings as such. You can select by checking the admission requirements, matching them with your profile, internship opportunities provided by the college, industrial tie-ups, co-op opportunities, fees, etc. Email the colleges about career assistance, etc. and find out.

This will depend on what you want to do in terms of your career. If you want to pursue a career in mechanical engineering then you should plan to gain more qualifications like a Masters if you do not hold it till now. If you want a research oriented career then go for MS - PhD. You may also do an MBA after gaining 2-3 years of work experience post your Bachelor's degree. Doing a course always helps as it will allow you to apply for work permit, access to opportunities becomes better. There are many options and will depend on what you want.

These are entrance exams to meet the English language requirements. You don't have to give both. Just one of them. You can check college websites to see the preferences and score requirements. You must register for these tests on their official websites. See here:

You must meet the admission requirements, if you have met the criteria then why not. If you had gap year you can justify the same. It's normal to have 1-2 years of gap but you must show why you took the gap. Decide what to study and check admission requirements like IELTS/TOEFL, etc., prepare accordingly.

If you want to apply for another Masters chances are less since you already hold one. Better you gain some work experience before applying for a double Masters now.
