No, the SSC does not send CHSL admit card by post to any candidate. Candidates only have the option of downloading the SSC CHSL admit card from the official website. In case, any candidate is not able to download his/her admit card one week before the exam, s/he must immediately contact the concerned regional/sub-regional office of SSC with the proof of having submitted his/her application.

No, SSC CHSL exam centre once allotted cannot be changed. The Staff Selection Commission (SSC) does not entertain any request for the change of examination centre after the submission of application form or the issue of admit card.
