Since your rank is above 25000, you may get a seat in the college but not for CSE, as for the branch, you should have a ranking of max 5000-6000.

Admission through lateral entry in Karnataka State is being done Only through KEA (Karnataka Examination Authority) and Diploma CET is a must. Hence, the fee for Lateral Entry students will be only as fixed by Govt. of Karnataka plus College Fee.

No, you will not get admission in NIE Mysore for BE Mechanical with 13631 rank. But you can definitely get good colleges in your city as well as state. Best of luck for your future and if there's any query, feel free to ask.

The JEE Mains exam is for everyone. After 12th you have to appear in JEE exam and if you clear the cut-off then you can get NIT according to you JEE Mains score. After the clearing cut off you have to go for counseling to the desired NIT colleges. Thanks.
