Yes, you can apply for a management seat. you'll have to pay more for the branch. depending on its demand.

KCET is a combination of your CET exam marks and PU examination percentage. If your rank is below 3000, then there are high chances you get mechanical engineering here

Mechanical branch at NIE has a cutoff of about 4000 for KCET entrants. Mechanical at NIE stands second in the state. I'd reckon you choose other branches and then pursue your interest of changing to CSE.

Last year mechanical at NIE had a cutoff of about 13000. If your rank falls within it. chances are that you might get a seat.

I'd say it is very hard to get a seat in NIE for such rank. For the previous years the cutoff rank at NIE was 8000
