Beware, we don't call it B.Tech. In UK we call it either B.Eng or BE or simply Bachelor of engineering. Imperial College London, Manchester University, Warwick University, Cranfield University, University of Edinburgh, Herriot Watt University, Universities of Oxford and Cambridge are some of the best.

You can take your IELTS and apply through UCAS to study in UK. If you have excellent grades you can apply to good universities in UK. You have to check university's websites for specific entry requirements.
Germany on the other hand requires 13 years education hence you cannot apply directly after 12th. Applicants from India typically enroll into a Bachelor's degree in India and complete their first year making them eligible. You can also apply by clearing the IIT JEE Advanced after your 12th.
