Comparing CEG, PSGIM and Madras University. It is better to choose either CEG or PSGIM, as Madras University does not provide the placement or training facilities as the other two college. Also, a regular MBA from Madras University is often confused with a distance MBA during interviews. Hope this helps.

Except for Anna University, CEG, other government. Colleges do not have good placement records or training facilities. So, avoid other government. Colleges.

It is up to you. Madras University is a reputed university and I don't see any reason why you shouldn't pursue B.Com from there.
