If she has failed in BA Semester III (Economics), most colleges require students to clear all backlog papers before allowing them to proceed to the third year. She will likely need to reappear for the Semester III exams during the next available attempt. Once she clears the backlog, she can continue with her third year. Mumbai University attendance criteria is minimum 75% compulsory.
If you want to pursue course form Mumbai University in correspondence then it also offers a course through Institute of Distance &Open Learning (IDOL)
IDOL provides Undergradution,Post graduation,Diploma & certificate programme in Science, Commerce & Arts field

To gain admission for B.Com (Hons) in Pune University or Mumbai University you usually do not need to take an entrance exam. At Pune University admission is primarily based on merit from the class 12 examination and candidates must have completed their 12th grade from a recognised board. For certain programs, there may be an online entrance examination called SPPU OEE, but this is not universally required for all B.Com admissions. Similarly, Mumbai University follows a merit-based admission process for B.Com courses with no mandatory entrance exam for most colleges under its jurisdiction.

Mumbai University conducts NEST for admission to its Integrated M.Sc courses. However, it is not compulsory for selection. Aspirants with a required score in other accepted exams: JEE Main, MAH MCA CET, CUET PG etc. are also eligible to apply.
