The age for UPSC IAS is calculated from the August month of the year in which the exam will be conducted. The age limit for the UPSC 2023 exam is as follows:
1. The minimum age criteria is that the candidate must have completed 21 years of age.
2. The maximum age limit is that the applicant should not be more than 32 years old in the general category. For OBC, this age limit is 35, and for SC and ST it is 37 years. The age will be calculated as of August 1, 2023 for UPSC IAS 2023.

The Union Public Service Commission UPSC administers the Combined Defence Services CDS exam. I assume you want to compare the Civil Service and CDS. Both are reputed government jobs but are unique in the nature of work. Here is a brief comparison given between the two services:
Civil Services:

The UPSC exam is conducted for around three all-India services, 13 Group A and four Group B posts. These posts are as follows: (a) The posts of all India service
1. IAS Indian Administrative Services
2. Indian Police Services.

If you are referring to the civil services exam, then as per the UPSC calendar 2023, the Civil Services Prelims is scheduled to be held on May 28. So far, there has been no notification of a syllabus change. As per the latest information, the syllabus will remain the same in 2023 for both the prelims and main exams. If there is any change, it will be notified in the month of February in an official notification from UPSC. There may be some changes in the question pattern as seen in the 2022 papers, but they will be minor and will not be made all of a sudden. Yes you can do. Both are good usually students try for CAT as it has more scope you'll get admission in good college and can do better as compared to UPSC as it not easy in first attempt u have to work hard and hard for UPSC but CAT I can crack in one attempt too and business studies has wider range now a days.

Yes you can. MBA in marketing can be done by anyone. One should invest carefully in MBA as it worth time and money. One can do UPSC preparation and MBA together but it would be tough. Best wishes.
