The last date to apply for civil services examination which is to be conducted on October 10th was on March of this year. So you can apply only for next year examination.

Yes you can appear. To appear one must have attained age of 21 years on 01 August of year of examination.

Yes. Failing in any stage of exam will make you to reappear from first stage in the next examination. Since this exam requires holistic preparation for all three stages of examination reappearing will not be that difficult.

To appear for UPSC civil services examination one must have attained 21 years of age on August 01 of year of examination.

To appear for UPSC civil services exam you must have attained age of 21 on 01 August of year of examination. Additionally You should be able to provide the provisional degree completion Certificate by that year.
