Full scholarship is very difficult to get, especially for international students. Scholarships are also provided by the universities itself and on merit. You must be an exceptionally bright student to get a scholarship in general. You can check these information on university websites, write to them, if they can consider giving financial aid based on family income. Many factors will come in. You may also check with Fulbright Scholarships to study in USA and British Council or Commonwealth scholarships for UK. Place an enquiry with them.

Yes, BPT is accepted, if done from a recognized university. Also, it is a 4 year degree course, so it will be considered. Many universities in USA considers only a four year Bachelor's degree. You must also take GRE to do MS in USA, additionally you must take TOEFL.
