Generally, for getting admission in any engineering college you require HSC, JEE or CET score.
If your percentile (50% weightage to HSC score and 50% weightage to JEE or CET score) is above 90 then you can get admission in COEP or VJTI.
Also, if you are ready to take any branch and belong to reservations then you will definitely get admission in COEP, if your percentile is above 90.

Yes, VJTI indeed grants admission under lateral mode to diploma students who have completed diploma. I am attaching a link that will give you all the required information.

50% seats are reserved for SC, ST, OBC and other categories. Out of other 50% part, one-third seats are reserved for girls.
Consider the example of first-year B.Tech or BE:
There are 63 seats for the first year:
3 seats are reserved for TFWS students (Tuition fees Wavier Scheme).
30 seats are reserved for SC, ST, OBC and other.
10 seats are reserved for girls.
So, for General Open category there are 20 seats for each branch of B.Tech/BE.

As far as I could find out, there is no concession in fees for handicapped students. There is reservation for handicapped students in admission process but not in fees.
