After giving State Engineering Entrance exam and getting marks above cut off, you can go for counselling which generally starts after one month of result declaration there you will have options of locking seats in different colleges and in different branches and this Counselling generally goes up to 3 to 5 round including where you can free or float the option of locked college then after you will be called for document verification at the locked selected college or it may be any college nearby you.
