According to me, if there is a choice between Globsyn and EIILM then Globsyn is the preferred one. There are many other institutes better than EIILM providing decent placements, good faculty and amazing campus life.

Yes. for admission in BE, you have to appear in West Bengal joint entrance examination (wbjee). If you have good ranking you can get admission in JU through counselling.
