I think DTU is better option but if seen according to priority list which is best
NIT Durgapur, DTU, NIT Hamirpur & Jalandhar.
In NIT, Durgapur last year closing rank was 18112 so there is less chances but if take part in JOSSA counselling carefully then there will be a chances in Durgapur otherwise DTU is better option.

After completing your Diploma, you should apply for the B.Tech colleges using your Diploma report card and certificates and then you can easily get a college for B.Tech and join any of them. Your entry would be a lateral entry i.e. 2nd year in B.Tech curriculum.

There is a very rare chance of you getting a seat in any government college, but you should keep an eye on counselling, may be in the spot round. Good luck.

You can try for Jadavpur University, a very good institution for language study. And if I talk about colleges in proper Kolkata, I would say St. Xavier's College (autonomous), Scottish Church College and Presidency College. These are the premium institutes.
hope this helps.
