No, there is no bond while leaving your BA LLB course midway. But you have to inform them that you are leaving, give them a reason. May be they can ask for a letter of confirmation.

No, you cannot apply in Central universities. To get admission in DU, HCU, BHU in PG you have to appear for CUET PG exam. Central universities do not consider IIT JAM scorecards for admission. But you can apply in NITs or IITs according t
