7 years ago I did my 12th in 2007 and took admission for BA (political science) in DU but gave it up in 3rd year. Can I get admission for BA?

Yes, you can. As far as I know, IGNOU does have some age constraints, but if age is not an issue then you surely can get admitted to IGNOU for BA.

You can do both at a time, but there will be no benefit of doing two courses together, as you can't represent yourself at places at a time. It can be a case of duplicacy, as how a person can be present at two different places at a time.
