Hi,
To secure admission to UG programs, the candidate should have cleared 10+2 or its equivalent from a recognised Board. Candidates belonging to General category should have obtained a minimum of 50% marks. A candidate can apply to the courses offered at IGNOU either online or offline. However, a candidate must note that IGNOUs online admission system is activated only for Indian Nationals. Admission to a majority of the courses is granted on the basis of merit.

Yes, you can apply for any university or college of your choice which is offering this course. Usually, there is a common entrance test conducted and you will get admission on the basis of your performance in that test.
