Yes, you can complete your B.Ed from IGNOU. No matter that where you have completed your last course, it should be only from recognized university.

Some universities do not allow more than 5 backlogs to let you proceed to the next year. 10 backlogs is a huge number, if you don't clear your backlog as soon as possible then your degree might extend beyond 4 years which will not be good for

Yes, you can do Masters in arts from IGNOU as eligibility for MA admission is just that you have to complete your graduation from a recognized college with atleast 50% marks.
