In order to appear in Civil Services examination conducted by UPSC the candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on August 1 of the year of examination. Prescribed age limits vary with respect to caste reservations. For Scheduled Castes (SC) and Scheduled Tribes (ST), the limit is 37 years. Age eligibility varies in different states for PCS examination. You may check for state for which you are targeting to apply for PCS.
Degrees awarded by IGNOU are vaild for appearing in Civil Services Examination and PCS.

The syllabus seems easier to you only if you apply your 100% otherwise everything is difficult. What you can do is you can consult the current students from both these university and take reference or if possible go to their website and compare the course structure of both these two.

You can actually pursue your BCA from IGNOU. The basic requirement is to fill an online form and create an application and then complete the procedure by giving all your details. You will be alloted a study centre and you will be writing your exams there and it is feasible. It is one of the best education method now. IGNOU is of the best institution for distance courses.
