JEE Main scores, e.g., IIIT-H use these scores.
All India Ranks touched base at through the standardization system utilized by JEE Mains. These positions are utilized by NITs to give confirmation.
Board checks just fill in as qualifying criteria for admissions to the IITs. Fundamentally, this implies regardless of the possibility that you get an average AIR in the JEE Advanced, you would not be considered for confirmation unless your Board marks are over a specific rate or percentile.

As you have mentioned about the economic issues, the best option would be going for IIT-B if you get a call for admission.

Admissions in Indian Institute of Technology, Bombay (IIT-B) will be through JAM 2018. The admissions through Joint Admission Test for M.Sc programmes (JAM) across Indian Institute of Science (IISc), Bangalore and Indian Institutes of Technology (IITs) basically depend on eligibility criteria of JAM 2018 besides other factors including JAM score secured by a candidate and the corresponding JAM cut-off. As per the JAM eligibility criteria, if any candidate is not eligible for JAM, he/she can't fill JAM application form. JAM 2018 eligibility criteria define pre-conditions to apply for the IIT administered Joint Admission Test. JAM eligibility criteria 2018 specifies minimum academic qualifications and marks required for each academic programme offered at different institutes. Moreover, the candidates need to ensure that they meet eligibility criteria of JAM before they fill the application form else their JAM 2018 candidature may get cancelled at later stages of JAM admission process. It should also be noted that if any candidate fills the JAM application form without checking JAM eligibility criteria 2018, the application fee will not be refunded under any circumstances and the application will be liable for rejection.
