The eligibility condition for seeking admission in an IIT for a General candidate is 75% marks in 12th. There are some more criteria also. Once a student has all these criteria then he is to appear for JEE Mains first and if clearing it, then JEE Advanced. Only the score of JEE Advanced will decide the merit list for the students who will be admitted into different IITs. If you have done a B.Sc. Already it means you must have done 12th and if you have 75% in that then perhaps you would be eligible but there is a condition also as to up to what year a student should pass his 12th. I feel you may not be clearing this hurdle. To clarify I am attaching a link that will give you all the required information about different eligibility criteria for getting admission in IIT or being allowed to appear for JEE Mains.

There is no defined CAT cutoff but 97+ is the cutoff, but some students might not get even with 99+ and some might get even at 90-92.

You must have rank under 100-150 in your category(ST). Score stats are different every year since the paper pattern is not fixed. But you should have scored atleast 45-50% marks for that.
