First of all, I need to correct you here by telling you that HBTI or Harcourt Butler Technological Institute is no longer an institute, it has separated itself from the AKTU colleges authority and is an autonomous university. Hence, Harcourt Butler Technological Institute is now known as HBTU.
In my view, National Institute of Technology, Durgapur is far better than HBTU in every aspect one can think of, be it placement, education or faculty.
HBTU has once been associated with AKTU colleges and none of the AKTU colleges could compete with even the worst of the NITs.
Even though HBTU has the potential, it has not been long since HBTI has been granted autonomy so HBTU is far behind NIT-Durgapur, even though the NIT does not make it to the top 5 NITs.
The average placement package that one can expect in NIT-Durgapur is around 6-7 LPA for branches like computer science and information technology while a package of 4.5-5 LPA for the core branches like mechanical and more.
I hope that you would make the right choice.

As you wish to do Ph.D, I hope the following list of colleges would provide you a better base:
1) BITS Pilani

Hi.
Necessary Marks depend upon cutoff but Computer Science is trending branch so its closing rank is lowest for every NIT. So, you should score minimum 200 for CSE.

NITs are always a better choice over any private college due to the reputation and best in class facilities, however, PSG College is also a very good college, but it is better to go with NIT.

To get NITs you need to secure above 200 in JEE Mains. I am a student of SC category and I have got 75 marks in JEE Mains but still I couldn't get NIT, Durgapur.

NITW has a better ranking. So I would recommend NITW. If you are unhappy with the branch you can always look forward to internal sliding and change after your first year.

Your question is difficult to answer but from my point of view
mechanical of NIT-Durgapur is more famous.
I can't say about civil in VNIT but if you are looking for mechanical then there is no good option rather than mechanical from NIT-Durga

For this you should search and see the placements of the college consistently and bonding with different companies.
Moreover, you should also, if possible, visit the college and ask the current studying students and take the feedback.
