It depends on various factors. The name of NIT is way better than that of SASTRA. But if distance is a factor, SASTRA is a great college any day.
The college doesn't always matter. It's what you learn from it that does.

It depends on where you have completed your 10th and 12th. If you are not from Tamil Nadu then you would require a minimum of 96% and/or 120 in JEE. The requirement decreases for inside Tamil Nadu and for Thanjavur/Trichy.

SASTRA University accepts any state board as well as central board students. They have not specified particularly ISC but they have mentioned that any other boards that are accepted by SASTRA, can apply. ISC board is also like the other board

Sastra University and many others does not declare packages obtained by their students. But, it is believed that it differs from branch to branch and also from student to student. You can assume average to be about Rs.3 LPA to Rs.4 LPA.

Yes, you can get but it depends on the trend. since you have got 98.3%, I think you have a very good chance of getting admitted through stream 2. If you have JEE score of 150+, you can get in through stream 1 also.

You can get a seat but I think you have medium chances only to get EEE course. Your percentile is 78.3 and it is not bad. You can have seat for other courses like chemical, civil, mechatronics, etc. but there are some chances to get EEE.
