If you got a chance to study in any university, you should have interest to learn, total learning depends on you only, not on the university.
Every university will provide facilities at the national level.
If you are really interested in the aero field then go for aerospace in BE level but studying aero from non-IIT's in not good.
Otherwise, do BE-Mech at a standard college, prepare well for GATE and go for M.Tech aerospace at IIT's.
Aerospace engineering, outside of IITs and IIST Trivandrum would be without any infrastructure. Probably they will have one or two micro planes and show it up as infrastructure.
I would not like to name specific colleges, but I personally know students who have studied aerospace engineering [non-IIT] and struggling to find a job.
