Yes, you can get, but you have to wait for the last round of the counselling, as in the first round you might not get that, as in the first round student try to find for the best and hence they block 2-4 seats in best institute but till the last round they are confirmed that they have to go in that particular college so all other seat left vacant and then lower rank students get that.

It is somewhat difficult that you'll be upgraded to Warangal, as it is the topmost NIT. I'll say, you keep your fingers crossed, and you'll get the best you deserve.

One may find NITs attractive due to their NIT tag, but frankly speaking, all NITs don't stand up to that reputation. For people who have no or little idea about IIITs, I would like to tell them that the 4 IIITs (Allahabad, Jabalpur, Gwalior, Kancheepuram) are institutes of National Importance, just like any other NIT, and focus on the field of Information Technology exclusively (unlike NITs). Moreover, IIIT Jabalpur has an upper hand over the above NITs as it has a collaboration with universities of Japan. So I would suggest going with the following preference: IIIT Jabalpur, then NIT Jalandhar, then NIT Raipur.

All the three of them is good, but you have to choose one of them. IIEST Shibpur Mechanical is ranked at 7th above IIT Kanpur, IIT BHU and BITS Pilani by Edu-Rand a Highly Reputed Indo - American Ranking organization. MHRD / NIRF Ranked IIE

Overall, IIEST Ranked at 20 by MHRD / NIRF above many IITs and Above All NITs except three. Mechanical Engineering in IIEST Shibpur is surely one of the Best Departments in India and definitely better than NIT Allahabad or NIT Culicut by any measure. IIEST has Glorious Record of Producing Brilliant Engineers serving across the Globe and many of them are World Leaders in Engineering in USA / UK / Canada as well as in India. The placement of the mechanical branch is quite good at NIT Rourkela. Core companies like Tata steel, Vedanta, Tata motors, Maruti - Suzuki, Mahindra & Mahindra and many more visit our campus every year and recruit meritorious students as Graduate engineer Trainees. Sometimes PSUs also come NIT Rourkela because it is one of the top NITs. Fortunately last year Indian Oil Corporation Ltd. Any of the two institute you choose you will be befitted for sure.
