To qualify under NCTE norms, a teacher-training institute must hold valid NCTE recognition or affiliation. You should check the official NCTE website's list of approved institutions or contact the institute to produce the recognition order they received. In order to obtain your NTT certificate from Akhil Bharatiya Prem Devi Shikshan Prashikshan Sansthan, Kanpur (which we got in 1998) you should put in a direct call to the institute with information like your full name, the year of your pass out, name of the course, and any of your documents which you may have at your disposal like mark sheets or ID proof; if they ask for it put in a written application and pay the reissue fee, also out at that the institute was affiliated to any recognised board or council which may be required for additional verification.
