Yes, you can do both CA and B.Com together If you completed class 12th, so you are eligible for
CA course.
Here, I will tell you the details about CA.
The course consists of three main levels:
Common Proficiency Test (CPT)
12th pass candidate eligible for CPT. Its duration is 8 months.
CPT Exam Details: CPT is an Objective type test requiring Basic Knowledge of the subjects covered. CPT will be held two times in a year: June and December. Professional Competence Course (IPCC) and Practical Training

CSE is not possible I guess but you may choose other branches and change your branch after the first year by scoring higher CGPA in the first year.
