Free seat does not solely depend on you rank but on various factors. If you need complete fee waiver then you need to get into 10000 below rank category and you must be a owner of ration card.
If you get above 10000 rank and if you have ration card, you can get fee waiver of 35000 max. Suppose if you got 11000 rank and joined in a college and it's fee was 40k then you can get 35k money from government. And extra 5k you have to pay. If your fee is suppose 25k you only get 25k fee waiver not 35000. If you don't hold any ration card you won't get any fee waiver any rank you may get it won't help.

I have no idea about Andhra Pradesh colleges what is the eligibility criteria, is there any scholarship, etc. But I can suggest you Chandigarh University where you will get admission very easily. Congratulations for your rank. But sorry to say that getting seat in top 5 EAMCET college for CSE is a bit difficult, but you will be getting remaining groups. You can get CSE from the top 10 colleges.

No, VIT-Andhra Pradesh University, Amravati does not accept Andhra Pradesh EAMCET Score for admissions. The admissions in B.Tech courses are on the basis of JEE Main or VITEEE. Bachelor of Technology (B.Tech) in Computer Science and Engineering With a Specialisation in Business Systems is a four-year full-time undergraduate programme offered by the VIT-Andhra Pradesh University, Amravati. VIT- Andhra Pradesh University was established in the year 2017 and it is a private college.

Candidates should complete Online Registration cum verification, online payment along with uploading scanned copies of original certificates for online verification as per guidelines. If you don't have category reservation, then it is so difficult to get a seat in government college and your rank is so high. Of you want you could definitely get an admission in private colleges affiliated to Acharya NG Ranga Agricultural University and these colleges charge nearly 1.5 Lacs approximately per semester and in B.Sc. Agricultural course have total of 8 semesters. I would like to clear you with this rank you couldn't get admission into government college in open category.

Sorry but you can't get admission for B.Tech CSE at Annamacharya Institute. You need at least 25000 to 30000 ranks for admission on CSE B,tech.
