The cutoff rank is depending on category and reservations. For example, this year, the BC D cutoff is 39000.

It is not mandatory to report at the college
If you won't report, the seat is cancelled and you have to participate in the 2nd counselling.
If you get a seat in the 2nd counselling then the seat got in the 1st counselling is cancelled (if reported) and if you do not get a seat in the 2nd counselling round then the seat which you got in the 1st counselling is retained.
