If you wish to get fee reimbursement from AP govt., you need to secure a rank in APICET. If not, you may get admission under category B. The fee structure for this institute is 55K tuition fee+2000 admission fee+1850 university fee+500 library fee+500 laboratory fee.
Admission fee, laboratory and library fee are taken in the first year itself and you'll have to pay the total fee INR 1,16,700 for 2 years.

I think there may be no 3rd round of ICET counselling as most of the colleges may be filled up their seats by then. You may take admission via management quota.

Without ICET, yes, you have to join a college via management quota and you must have mathematics as one of the subjects in intermediate or graduation then only you can get admission.

Maybe in the 3rd week of July.
