See, once apply for counselling for ICET so you will be 100% sure of what seat you will be getting with 1484 rank. Since in counselling varied reasons like income, caste and rank are taken into consideration. So we telling you that you will get seat in AU is absurd. Select the colleges of your choice before counselling, and if everything falls into place properly you might be able to acquire a seat in AU. All the best in advance.

No I'm afraid not, since there are only a limited number of seats available for everyone, and will be filled by people with less than 1500 rank in OU.
See, I had gotten rank of 706 in TSICET 2017 but still, I did not get seat in OU, because I'm OC. The chances of you getting a seat in top 10 colleges even though you're BC, but with 9055 rank is nil. But there are some other good colleges in Telangana such as
Bhavan's Vivekananda College. Loyola etc. Hopefully in counselling you may get seat in such colleges.
