Yes, stationery items are allowed in JEE B.Arch exam. Please check the notification once from the official website which enlists the things that are prohibited.

There are no minimum marks to qualify JEE Main paper 2. The cut-off is based on the number of aspirants as well as their performance. Only the rank of JEE Main paper 2 is required. According to past year patterns, if you get 70% and above in JEE Mains paper 2 you may get a seat in any NIT.
