It is difficult to say since your B.Tech percentile is very low for a German institute. Also, GRE is not required so weightage may not be given. If your SOP and LORs are outstanding you may stand a chance. A very good research profile, publications, patent work, etc. must be demonstrated.

Hello Vicky,
SS means self-supporting. You can find two courses of the same name but one suffixed with SS. The differences between them are cut off and fees.
The cut off will be lower for SS when compared to general course may be less than 0.5 marks but the fee structure will be almost 3 times higher than the usual fees.
At Anna University, the fee structure per year is around 10000/- only, but for SS you may have to pay 30,000/- per annum.
