Diploma in Automobile Engineering is 3 years polytechnic diploma. The courses are conducted by various government, private and aided polytechnic colleges, under the strict supervision of State Technical Board and AICTE.
After Diploma, you can go for B Tech / BE in Automobile Engineering . Dip.in Mechanical students can also join B E-Automobile Engineering course.

No, only institute under Mumbai, Pune and other state universities have such provisions. IIT admissions are done strictly on the basis of JEE and there is no lateral entry scheme available.
