CLAT is compulsory only if you want to get admission in 5yr integrated programme in nlus. NLUD although conducts its own AILET exam. CLAT score is also approved by many pvt. Colleges, so it is beneficial to give.

Yes, you can change your college through inter/intra college migration. The process of migrations differ from university to university so will have to see that.
