The SE quota seats are fixed by the govt. and each university has to reserve seats in accordance with the % fixed. You have to read the prospectus of the course for exact information.

This year's admissions have been closed now. You will have to apply in the next year starting in the months of march-June. You have to apply in the university under foreign quota.
