It will be difficult for you to do BA with German if you do not know the language or learnt in school. The Language will have literature and Grammar, which will be very difficult for you to grasp if you lack the basic knowledge.
For admission in language subjects - The colleges do consider the knowledge hold on the subject. Overall score will not help.
It seems from your question (as written) - your hold on English Language is also not that good.
I would suggest - You first Learn German - school level basics (from local institutes) and then apply for BA Honors German.
