If you had Maths in class 12th, then you are eligible for MCA. You can do IT courses. Indian IT companies prefer B.Tech CSE/B.Tech IT/MCA/M.Sc IT graduates for software roles. You may face challenges in finding job with IT courses and certifications.

Which stream you have now, and which is your favorite subject? Science and Arts both stream are good for IAS. Some students choose history, geography and political Science as their main subjects while some students do IAS after engineering also. Some selects chemistry and anthropology as their main subject.
