Hi Akash, It totally depends on two things.
1) The college you wish to fit in
2) The cut-off under which you fall
There are colleges that do consider the marks of physical education for certain courses and there are some colleges that do not include physical education in the best four. It will be tough to tell you until you decide the college you wish to get it. You, then, will have to go to the college's administration cell to see if they're accepting physical education as a fourth subject to pursue B.A. Hons in political Science. All the best.

I hope this helps. If you need any further help, please do post your queries.

Hey Safiul,
Congratulations on scoring such amazing marks. I am sure you have 100% chances for applying in St. Xavier's College, Kolkata for B.A in English honors. About the merit listing part I am not sure though now as it depends on the cut-off and all. All I can say is you can calculate your index percentage from the link given below. The cut off stays pretty high every year.

If you face any other doubt, do revert back.
Wishing you good luck!

Yes, you will get admission for B.A. in political Science in Delhi University through entrance exam. But for that, you should first qualify the entrance exam as Delhi University gives admission based on your entrance exam rank. So, your entrance exam rank must be very good enough to get admission.
Good luck.
