Hello Gulshan,
Just yesterday, there was big advert by DU asking students to go to their webpage and register for admission to any of the UG course. Its system is opening up today for registration of admission for UG courses. So just open the site and register yourself.

You have scored less % in 10th and 12th. You have a good score of CAT. So, you have chances of getting a call for FMS and you are from arts background, you have a chance of getting call from IIM. Also, you have chances of getting a call from new IIMs.

Yes sure, definitely one can do post-graduation from the country of his/her choice. You need to contact the college and check for the prerequisites for the programme you wish to join, and if you meet all the requirements, you can go ahead and apply for the same. However, mere meeting the admission requirements doesn't guarantee admission. Meeting the minimum requirements makes one eligible to apply.
