Normally, the eligibility is capped at 50% or 55% marks in graduation. As you have scored lower than this I am afraid you may be declared ineligible. But approach administration staff and please your case personally. You may succeed.

The time to seek admission in DU got over. It was made online and the window has already ended. Now you can only appear for next year in DU. Better try in some other university.
