2. If you need growth then the decision will be different. So give priority to whether it will be passion or future. In both the fields you have good opportunities but you have to be the best in that field. As per my advice, go for IT field as it is a better option.

Yes, you can get BA in political science. As the cutoff goes nearly 78, you should have cleared your 12th with 60% to be eligible for BA.

Hi, BA (Hons) in Communication Design Program has been discontinued at ICAT because the College got a better opportunity to get affiliated to Bangalore University's BVA - Graphic Design 4 Year Full Time Professional Program. What happened? Why do you want to shift to BA. Normally speaking, the eligibility for seeking admission in BA is class 12th. Thus if you have done Diploma after 12th then there is no issue, otherwise, you will face problem.
