Instead of going for BA in English you should go for MA in English. Since you are already a graduate you should go for PG. It will not only upgrade you academically but also increase the weightage of your academic record.

Yes, why don't you go for it. Many colleges are giving distance courses. IGNOU, Bangalore University, Kuvempu University and many others are a example of best universities to puruse distance courses.

French - Alliance Fraincaise
German - Max Muller
Spanish - Instituto Cervantes
Japanese - Japan foundation
And you can do any Bachelor's degree side by side from IGNOU.

You need to contact France campus and check the eligibility for the same. Majority of the course in France require at least B1 level of French language for the Master degree but you should check whether the same condition for your desire course.
