You have brought up a very interesting point. Cruiseliners are way of life abroad. In India though, it's still to catch up. But present central government is taking all efforts to make it a success.

French - Alliance Fraincaise
German - Max Muller
Spanish - Instituto Cervantes
Japanese - Japan foundation
And you can do any Bachelor's degree side by side from IGNOU.

You need to contact France campus and check the eligibility for the same. Majority of the course in France require at least B1 level of French language for the Master degree but you should check whether the same condition for your desire course.
