It is an online computer-based test required for BDes admission. Apart from SMEAT, aspirants can also apply for BDes based on national-level entrance exams like UCEED or SAT India.

No, It's not possible to get admission into Bachelor's of Design if you did Diploma in mechanical engineering. The eligiblity to get enroll into B.Des you must have passed class 12th in any stream or have completed Diploma in design.
