You can not get admission in NITs and CFTIs on the basis of Diploma Engineering. However your Diploma will be considered for admission in IITs in B.Tech Mechanical four years of duration course. Please apply for JEE Main and JEE Advanced for the same.

Fees in engineering colleges are same for the second year of engineering whether you come directly after Diploma or get promoted after passing of the first year of engineering in the same college. In the college that you are mention the fees for 4 years total about rupees two lacs. Meaning fees per year would come to about rupees 50000. Yes, you have to pay a separate fee for all 4 sessions of the JEE Main exams if you want to appear.

Technically Yes, A candidate can appear in all the 4 sessions of JEE Main. The eligibility criteria of all the papers is the same. However if dates and timings of Paper-1, Paper-2A and Paper-2B are not overlapping than these sessions can be attempted easily.

Let me assure you that there is absolutely no difference between BE and B.Tech as far as the employees are concerned or as far as the job prospects are concerned or for any other topic is concerned.
