There are many universities like IGNOU, Annamalai, Sikkim Manipal University which offer B.Ed but you need to have minimum 50% marks for admission.

No, you are not eligible for both papers, if you have done only B.Ed. After B.Ed, you are only eligible for paper -2. If you have the BTC or D. El. Ed, you are eligible for both the papers.
